I am writing as your constituent to ask for your support for Irish charities, community and voluntary groups and social enterprises in the upcoming Budget for 2024. These organisations — and the people that rely on them — need comprehensive supports and resources to continue their essential work.

Community and voluntary organisations are involved in every community in the country, serving people with disabilities, older people, young people, children, people experiencing poverty and disadvantage, and people at every stage of their lives.

The community and voluntary sector constitutes a significant social economy within the broader Irish economy. It comprises almost 35,000 organisations, involves over 86,481 volunteer directors and trustees, directly employs 165,000 people, and manages income of €14.2bn per year. These organisations raise over half of this income themselves (more than €8.3bn), majorly subsidising the cost of public services in Ireland.

We need you to put your support behind the sector's asks — in particular those relating to issues of pay parity, funding adjustments, and multi-annual funding agreements. Charities must also be empowered to seek philanthropic support through a strong incentivisation of fundraising and giving, which would ultimately help to alleviate some of the significant pressure on the Exchequer.

These decisions will allow organisations to continue to provide stable, much-needed services in the uncertain economic period ahead. Please bring these key asks, as well as the additional recommendations outlined in The Wheel’s pre-budget submission, A Budget for Civil Society (https://www.wheel.ie/sites/default/files/media/file-uploads/2023-07/Pre-Budget%20Submission%20-%20July%202023%20-%20Web%20Version.pdf), to the attention of all relevant policymakers shaping Budget 2024.
